2 October 2014. Outside Santander Bank, 472 High Road, Tottenham, London, N17 9JX This and the two previous photos record an experiment as part of the changes initiated by former Bruce Grove councillor Stuart McNamara who in 2014 was Haringey's "cabinet" councillor for the Environment. The aim of the black box experiment was to provide on-street temporary locked storage for the purple (violet?) bags filled by street cleaners as they walk their "patch" collecting litter and rubbish. The street cleaners work for Veolia - Haringey Council's waste contractor. Before some storage boxes were installed, purple bags were left on the pavement to be collected by Veolia's waste trucks. But this acted as unintended encouragement for some people who added household and trade waste. They seemed to assume that this was okay because somebody would be along sooner or later to clear the lot. The result was worse street dumping in some parts of the borough. On 2014 it was to early to judge whether the experiment would work or not. But as the photo above shows, Veolia will need to collect bags from drop boxes as frequently as the street cleaners fill them. |
