محترماً به استحضار می‌رساند:
درباره محمدتقی شهرام (تروریست فراری)
وحید افراخته (معدوم) عضو کادر مرکزی گروه به اصطلاح مجاهدین خلق ایران در تحقیقات انجام شده اظهار می‌دارد: تقی شهرام را اولین بار تابستان ۵۳ در منزل مختاری دیدم. او که در گذشته در رده بالا نبود، پس از فرار از زندان به کادر مرکزی رسید و پس از معدوم شدن رضا رضایی عملاً رهبری گروه را به چنگ گرفت و کارها را قبضه کرد. عامل اصلی مارکسیست شدن گروه او بود. مطالعات مارکسیستی و سیاسی زیادی دارد. فردی است مغرور و جاه‌طلب. از نظر امنیتی بسیار محتاط است و بیش از حد برای حفظ خود می‌کوشد. کارایی او نزدیک به صفر است؛ بیشتر تمایل به کار سیاسی دارد و ظاهر یک بازاری یا دلال را به خود می‌گیرد و درصدد تهیه حجره‌ای در بازار بود. گروه کارگری زیر نظر او می‌باشد و افرادش: محمد یزدانیان، محمدمهدی موسوی، اصغر ترکه، خسرو و پرویز (گروه شیمی) و مریم زنش هستند و گویا منزلی در خواجه عبدالله انصاری داشته که مشکوک می‌شوند و تخلیه می‌کنند. برای تهیه بیانیه‌ای که مارکسیست بودن گروه را اعلام کند، وقت زیادی صرف می‌کرد و سعی داشت به نحوی با فدایی‌ها [سازمان چریک‌های فدائی خلق] برخورد کند و عملاً رهبری آنها را در دست بگیرد و دو گروه در یک پروسه طولانی یکی شوند. طرح کشتن مخفیانه بهشتی از اوست و رابط او با محافل روحانیت منصور (احتمالاً آلادپوش) بود.

نظریه: با عرض مراتب فوق و توجه به اینکه شهرام مشوّق ستوان فراری شهربانی احمدیان بوده است، استحضاراً معروض می‌گردد که با تقدیم چهار برگ [اعترافات] متهم در صورت تصویب مورد بهره برداری و پیگیری‌های لازم قرار گیرد. موکول به امر عالی است
