Ortloff and 56 master, senior and chief petty officers from the 3rd Fleet Area of Responsibility returned to observe training and see how that training has changed to better prepare new Sailors for the fleet. The capping ceremony is where recruits change their recruit ball caps for Navy ball caps marking the end of Battle Stations 21, a grueling 12-hour final test of a recruit's skills in several shipboard evolutions before they graduate from boot camp.
