Description
English: SAN DIEGO (Sept. 17, 2010) Chief of Naval Operations (CNO) Adm. Gary Roughead pins anchors on Chief Gunner's Mate Matthew Carlisle, from Bedford, Ind., during a pinning ceremony. The ceremony started off Fleet Week San Diego, which allows locals and visitors to celebrate the spirit and achievements of Sailors, Marines, and Coast Guardsmen.
