Lautenbacher Jr., Undersecretary of Commerce for Oceans and Atmospheric and the National Oceanic and Atmospheric Administration (NOAA) Administrator; Virginia Gov. Timothy Kaine and Newport News Mayor Joe Frank prepare to cut the ribbon opening the USS Monitor Center exhibit. The Monitor faced off against the Confederate Ironclad, CSS Virginia, during the Civil War Battle of Hampton Roads, March 9, 1862. This battle was the first naval battle between ironclad ships.
