Description
English: New Orleans (Sept. 6, 2005) - Commanding Officer, USS Tortuga (LSD 46), Cmdr. Mark H. Scovill and Chaplain, Lt. Carl E. Trost, travel by a small inflatable rubber boat through a flooded New Orleans neighborhood as they offer assistance to survivors of Hurricane Katrina. Tortuga is currently moored at Naval Support Activity New Orleans in support of Hurricane Katrina humanitarian assistance operations. The Navy's involvement in the Hurricane Katrina humanitarian assistance operations is led by the Federal Emergency Management Agency (FEMA), in conjunction with the Department of Defense.
