Chiow Cheng Hai comes aboard the dock loading ship USS Fort McHenry (LSD 43) during a combined visit board, search and seizure (VBSS) exercise. The U.S. Coast Guard's Maritime Safety and Security Team (MSST), San Francisco detachment facilitated the combined VBSS training as part of exercise Cooperation Afloat Readiness and Training (CARAT) 2005. CARAT is a regularly scheduled series of bilateral military training exercises with several Southeast Asia nations designed to enhance the interoperability of the respective sea services.
