But thatGreece may become a prosperous and well-administeredcountry should be quite possible. The reforms aboveindicated, the improvement of the judiciary and police,the separation of the army from politics, the establish-ment of a permanent civil service (fxovifxoTroitiaig tCjvvTraXXiiXiov), the proper care of the provinces and thedecentralisation of the Government—these should worka vast amelioration in the state of the nation, even with-out any rash constitutional changes.
