Description

This vehicle had been purchased in Longueuil in the vicinity of Montreal, judging from the decals.

Although it still carries a Quebec plate, there is also a temporary California operating permit (red "9," denoting validity through end of September), indicating that the owner has relocated to California and paid registration fees, but has to still submit some extra paperwork to complete the transfer and formally register the car in California.

Many Canadians move to the US in search of career opportunity in an economy ten times the size of their own. Most of them end up naturalizing in the US, becoming dual citizens and drawing from the best of both countries (Canada's social services are, of course, superior). Of course, Americans moving north to Canada for its superior quality of living are a significant number as well, and likewise they become dual citizens.

The United States Federal Motor Vehicle Safety Standards (FMVSS) are incompatible with the vehicle regulations of most other countries of the world, and as a result, it is normally not possible to register a non-US vehicle in the US unless it is over 25 years old. Canadian-market vehicles are the only exception, as Canada Motor Vehicle Safety Standards (CMVSS) are more or less in line with FMVSS, and US regulations do allow Canadian vehicles to be imported and registered in the US. Normally duties and tariffs would be due on cross-border transfers of vehicles, but if the transfer is part of the owner's emigration/immigration, the vehicle would be duty-exempt as personal belonging. Among Canadian-market vehicles not available in the US, the most common sight in California would be the Acura EL, the upscale Canada-only version of the Honda Civic.
