Description This photo is a perfect example of why toilet paper rolls should be installed with the paper going over, and not under. The rolls with paper going under (back) have unraveled and are touching the disgusting bathroom floor, while the correct over (front) orientation is nicely in position. Debate over. A bathroom at Milford State Park near Fort Riley, Kansas.
