Description 208-PU-70A-7: Notables Watch James V. Forrestal Take Oath as Secretary of the Navy. An impressive gathering of Congress and high-ranking Navy officers were present in the Navy Department on May 19, 1944, to watch Honorable James V. Forrestal take the oath of office to become the nation’s 48th Secretary of the Navy. Lined-up in the Secretary’s office after the ceremony were (left to right), Senator John H. Overton; member of the Senate Appropriations Committee; Assistant Secretary of the Navy for Air Artemus Gates, Assistant Secretary of the Navy Ralph A. Bard; Representative Carl Vinson, Chairman of the House of Representatives Naval Affairs Committee; Senator David I. Walsh of Mass, Chairman of the Senate Naval Affairs Committee; Mr. Forrestal; Admiral Ernest J. King, USN, Commander-in-Chief of the U.S. Fleet; Rear Admiral Thomas L. Gatch, USN, Judge Advocate General of the Navy, who administered the oath; Representative Melvin J. Maas, Member of the House Naval Affairs Committee and Senator James J.
