OBrien, the former wouldannounce his retirement from the chairmanship;that the terms of the memorandum should notbe disclosed until the Home Rule Bill was intro-duced, and not tlien unless the bill was unsatis-factory, but that after the passage of a satisfactorybill Mr. Parnell .should be permitted to publishthe memorandum. Instead of a two years* limitwithin which the constabulary should be disarmedarid converted into a civil force, Mr. Parnellaofreed that the time mlo^ht be extended to fiveyears, but he said it was of vital importance thatsome limit should be fixed. The letter in cort-clusion gives Mr. OBrien permission to show itto the Redmond brothers and Mr. Gill. Mr. OBrien says that on receiving this letterhe telegraphed it to Mr. Harrington, who repliedthat Mr. Parnells proposals were subject to Mr.OBriens accepting the chairmanship. At tliesame time Mr. OBrien wrote to Mr. Parnell tothe effect that the proposals were feasible, pro-vided M£/ McGaithy coritiriu^^ as diairman;
