The bid put in by Manager H. H. Littell was on thejiercentage plan approved by the special citizens com-mittee, and adopted for the whole system: Two percent.

THE Buffalo Street Railway Company through Gen-eral Manager Littell has ordered that conductorswill pass free (not to exceed two at one time) theregular policemen and firemen of the City of Buffalo,provided the said policemen and firemen are in full regu-lation uniform, and wear their badges in plain view onthe breast of their coats while they remain on the car. Mr. Littell says that he thinks the presence of a uni-formed policeman on a street car is often a good thing.The business of a policeman is to enforce law and order,that the company will lose nothing by this concession tothe police force. As to the firemen, it is mainly from areturn of favors and a spirit of gratefulness tor past ser-vices and future possibilities of usefulness.
