Napoleon, who imagined that ifPrussia attacked him on the east, this Prussianprince, as king of Spain, would lead the Spanish ;^^ .army over the Pyrenees against him on the questionsouth. France made so vigorous a protest thatthe prince asked the Spaniards not to think ofhim any longer. This was not enough forNapoleon, who now proceeded to make a fatalmistake. The incident was closed, but hepersisted in reopening it. He sent his ambassa-dor to see King William of Prussia to ask thelatter to assure France that never again shouldPrince Leopold be considered for the positionof king of Spain. The king answered that hecould not guarantee this, for he was merely thehead of the Hohenzollern family. Prince Leo-pold, whose lands lay outside of Prussia, was noteven one of his subjects. The interviewbetween the king and the French ambassadorhad been a friendly one. The ambassador hadbeen very courteous to the king, and the kinghad been very polite to the ambassador. Theyhad parted on good terms.

(154) The Map of Europe 155 In the meanwhile, Bismarck had been hopingthat an excuse for war would come from thisincident. He was at dinner with Generalvon Moltke and Count von Roon when a longtelegram came from the king, telling of hisinterview with the French ambassador. Inthe story of his life written by himself, Bismarcktells how, as he read the telegram both Roon andMoltke groaned in disappointment. He saysthat Moltke seemed to ha\e grown older in aminute. Both had earnestly hoped that warwould come. Bismarck took the dispatch, ^^^^ ^ shortened sat down at a table, and began striking out the messagepolite words and the phrases that showed thatthe meeting had been a friendly one. He cutdown the original telegram of two hundredwords to one of twenty. When he had finished,the message sounded as if the French ambassa-dor had bullied and threatened the king ofPrussia, while the latter had snubbed andinsulted the Frenchman. Bismarck read the altered telegram to Roon and Moltke. In- , ,
