During the last decade Morocco has occupied avery prominent position on the chess - board ofEuropean diplomacy, and on more than oneoccasion has almost made good Prince Bismarksfamous prophecy that there would be found thecause of the next European war. Up to thepresent this evil has been avoided, thanks tothe immense strides which diplomacy, or perhapsit would be more accurate to say the spirit ofhumanity, has made during the last few years.And now, unless the unforeseen occurs, the gradualtransformation, by which Morocco ceases to be anindependent State and passes into the limbo ofEuropean dependencies, will be accomplished with-out resort to arms.
