The cryof the perversion of the war for the Union intoa war for the negro became the Democraticwatchword, and was sounded everywhere withonly too disastrous effect, as was plainly revealedby the fall elections with their large Democraticgains and Republican losses. Indeed, it was theopinion of Mr. Greeley that, could there havebeen a vote taken at that time on the nakedissue, a large majority would have pronouncedagainst emancipation. But Mr. Lincoln did notfalter. Notwithstanding these discouraging votesat the North, and the refusal of any SouthernState to avail itself of the proffered immunityand aid of his Proclamation of September, heproceeded, at the close of the hundred days ofgrace allowed by it, to issue his second and abso-lute Proclamation, making all the slaves of theRebel States and parts of States forever andirreversibly free.
