my wouldhave been cast into the scale on the side of a full andfree Parliament; but upon the failure at Chester heremained inactive. When Parliament interfered withhis regiments, and attempted to cashier certain of hisofficers, he, like Mountagu, sought retirement, as oneweary with the worlds transactions, and desirous tolive retired with a peaceable enjoyment of what hehath got.2 Only when he heard of the breach be-tween the Parliament and army did he resolve to takea hand in the game. But in order to gain time he negotiated withLambert and Fleetwood and the ministers of thecongregated churches. During October and Novem-ber, commissioners passed backwards and forwardsbetween England and Scotland. Moncks attitude wasclear, though he kept it secret and progressively in-creased his demands. He set against the remedies ^ Clarendon State Papers, iii. 628. 2 Clarendon MSS., 64, f. 320. The passage begins: Mountagu isreturned home, but finds not an entertainment suitable to his expectation.

If it should include Royalistsand Republicans, Brownists and Anglicans, men ofirreconcilable tenets, still Monck persisted that hisconscience and commission called for such a settle-ment. He approached a distracted nation with somethought of government by consent, whereas hisopponents offered government by discretion.
