Special BranchPolice, a detective force, consisting of the following: Assistant Superintendent I Chief Inspector I Inspectors 4 Head Constable I Sergeants 18 Constables 90 The assistant superintendent in charge of thisbranch is also the licensing officer of pawnshops. Until the year 1901 there was no supervision ofpawnshops. Before that time there were 432 shops,all of which habitually acted as receivers of stolenproperty. As there were no regulations of any sortand as the owners were under very many differentjurisdictions, it was practically impossible to suppresscrime. In April, 1901, the pawnshop regulations becamelaw, and there are now ninety-five pawnshops whichare under strict laws. Under the regulations, all forfeited pledges inpawnshops are examined by the police before anycan be sold, and are compared by them with the listsof stolen property. For facility of reference, allproperty is divided into certain classes, and the de-scription of each kind is entered in the appropriate

Every morning at 8 A.M., thedescription of all property stolen during the previoustwenty-four hours is sent to the Special Branch, thedescriptions are entered in the volumes of stolenproperty, and the lists are then printed ofT and onecopy sent to every pawnshop. In the event of anypawnbroker being already in possession of any ofthe property described or subsequently receiving it,he is obliged under heavy penalties to report thefact to the nearest station. To ensure his doing so,the examination of forfeited pledges already de-scribed is made. Another of the duties of theSpecial Branch is the identification of previously con-victed offenders. The method in use on the Bang-kok police is the finger-print method, the printsbeing classified by Henerys system. The bureauis maintained by the jail department. The finger-prints of every man arrested for serious crime aredespatched each morning
