The Ministry of Imperial Domains, aided by the Kharkov Wool Com-pany, tried in 1885 to organize an auction sale for wool, but the experiment was notsupported by wool traders and therefore the effort was not repeated. The principalbuyers of wool, at fairs and on farms, are speculating wool traders, who always apprizethe qualities of wool at very low rates. This is the principal reason why sheep breedersare so indifferent about improving the quality of their sheep and the methods ofkeeping their flocks. Only in the regions of north-Caucasus and in the Tauride govern-ment, where wool is examined and bought by manufacturers or their agents on thespot, are the qualities of wool properly evaluated. Being often in great want, sheep breeders take from thewool dealers money several months in advance. The high per cent, which the dealersexact from the farmers, is so ruinous to the latter that at the present time the Govern-ment proposes to offer to sheep breeders the privilege of securing advance money fortheir wool from the Government banks. The prices for merino wool have fallen consider-ably, and those for common, especially for the tsigaisk wool, have risen so that the lowgrades are nearly equal in value to the merino of medium quality. The export trade of live stock has in some points increased during late years,and in others decreased. A considerable increase is seen in the export of horses, whichfrom 1881 to 1890 grew threefold.
