do not wish to express my opinion on this step, but it is the duty of thehistorian to record the fact to whom certain measures are to be ascribed,and to leave his reader to form a judgement whether such measures tend tohinder or to promote the advancement of the public welfare. Although the Bill was introduced a second time in the House, and thesum voted for education reduced to £750 per annum, which met theconcurrence of the Council, it will be evident that it is inadequate. Ithas been stated, that in consequence of demanding a small payment fromthe children, many of them, particularly of the poorest class, have beenwithdrawn from the schools. As early as the commencement of the eighteenth century, the Legisla-ture of Barbados had under consideration the erection of a College andits endowment, for the purpose of educating the youth in the island, inlien of sending them to Great Britain, which in many instances the meansof die parents would not permit1. About this time General Codringtonmost liare conceived the idea of bequeathing sufficient property for thispurpose to the Society for the Propagation of the Gospel in ForeignParta, as the will by which he devises this property is dated 1702. The Codrington family, already so eminently connected with thehistorical events of the British possessions in the West Indies, both in thefield sad the legislature, thus founded a new claim to lasting gratitude,by endowing an institution so calculated, if properly directed, to spreadthe y—icai blessing over Barbados and to augment its import
