A T the period of the Revolutionary War, slaveryexisted in all the States except Massachusetts, slavery inThere were at that time about 500,000 slaves in the states.^United States. By the census of 1790 it appears thatthere were 158 slaves in New Hampshire, 17 in Ver-mont, 952 in Rhode Island, 2,759 in Connecticut, 21,-324 in New York, 11,423 in New Jersey, and 3,737in Pennsylvania; but slavery was gradually abolishedin the Northern and Middle States, except Delaware,which had, in 1790, 8,887 slaves; and it was excludedfrom the new States. Before this had been fully ac-complished, however, the North and the South had en-tered upon a struggle, each endeavoring to maintain thebalance of power.
