No doubt Spello hasits prefect and its council, its council chamber and itscourt of justice, from which it thunders forth the man-dates of the law; anyhow, it has its city palace, adornedwith Roman inscriptions and other insignia of extremeage. And yet, with all this, it is scarcely more thana village. It is, indeed, a little cockerel of a town, crowingon the top of its stone heap ; a toy town such as amonarch would give to a petted princelet for a play-thing ; a miniature city of Troy deporting itself withunsurpassable assurance—and yet, above all, a rare andlovable little place. There is nothing about Spello thatis modern. It is a fragment of the Middle Ages, anunspoiled model of the town that was. It is a dream-compelling place, full of charm and picturesqueness tothe remotest nook of its hazardous byways.
