So the citizensgrew up in quite a mo-dest way, in low houses,with the court and theoutside stair, built ofmud, of stakes and ofslabs, to be strengthenedlater by masonry andmarbles brought fromthe old sites. This re-sulted, long afterwards,in some confusion aboutthe antiquity of theselagoon towns. Misledby the archeologicalmaterial, many peoplewished to endow themwith a life beginning ina very remote era. With the commu-nity of aims and simi-larity of resources, therecame to be strong tiesof friendly relationshipbetween dwellers whohad collected in thoselocalities owing to thesame causes. Their common interest and similar ends to be accom-plished as regards defence and development made them feel the need ofconferences for exchange of views and to reach decisions for general

The place selected was Grado itself and everyweek there was a mee-ting of this primitivecouncil, so very impor-tant for the life amongthe lagoons, and hereresided the tribune whoacted as chief of theassemblies. This honour fellto Grado owing to thedignity of its origin,for, as a daughter ofAquileia the renowned,she united in herself themost striking remem-brances of the motherwith the ceremonialgreatness of the ancientand wealthy Basilica. It was there con-sequently in preferenceto other sites that theancient shrines conse-crated by the piety ofa few were replaced bythose churches so mag-nificent with marble, with metalwork and with sculpture, where thetownsmen lavished veritable treasures to make them worthy of their de-dication and on a par with their own acquired wealth and splendour.
