Port Sumter was evacuated by the Rebels and occupied bythe Union troops on the 18th of February, 1865; but beforeentering upon the events of that ever-memorable morning itwill give breadth and color to the picture to glance at thescenes witnessed there at the beginning and during the Re-bellion. On the 17th of December, 1860, Governor Pickens sent astrictly confidential letter to President Buchanan. To spare the effusion of blood/ said he, which no human powermay be able to prevent, I earnestly beg your immediate considerationof all the points I call your attention to I would most respect-fully, and from a sincere devotion to the public peace, request that youwill allow me to send a small force, not exceeding twenty-five men andan officer, to take possession of Fort Sumter immediately, in order togive a feeling of safety to the community. There are no United Statestroops in that fort whatever, or perhaps only four or five at present,be
