General Shafter of our forces andGeneral Toral, of the Spanish, could not easily agree as toterms, but on the 16th the conditions of surrender were decidedupon. By this agreement, about 5,000 square miles, the capitalof the province and the entire army of Toral, fell to our share. Santiago was ours. The ceremony sealing the surrender wasimpressive, though simple. Early as 9 oclock the division andbrigade commanders reported to General Shafter, and all tookup the line of march toward the city. About halfway, under alofty tree, General Toral with some of his officers awaited theircoming. As General Shafter approached this tree the Spanishgeneral raised his hat with dignified politeness, and the Americangeneral returned the bow.
