The Republicans in appointive positions atthe Capitol, who still maintained positions, were ousted, andevery position, from page up to the Secretary of the Senate,was filled by a Democrat in place of a discharged Republican.This petty reason for the revolutionary policy resorted to inthe Forty-fifth Congress may well evoke surprise on accountof the paltry consideration to be gained. The fact can beclearly substantiated, however, that the motive indicatedabove was the overpowering reason which brought about thecalled session of the Forty-sixth Congress. Insteadof State Rights/ Home Rule was the cause forwhich the plea was made, and to secure which, the course ofthe Democrats was justified by their partisans. The fact wasthat the alleged wrongs were a myth and a shallow pretense,which was not sufiered to go unchallenged. They proposed tobring about the alleged reforms by means of amendments tonecessary bills. The great fight took place over the Army AppropriationBill.
