Description SAULT SAINTE MARIE, Mich. -- The tug/barge combination Victory/James L. Kuber depart the Poe Lock downbound signaling the final commercial transit of the 2013 season at the Soo Locks. Just beyond the tug Victory can be seen the Victory/Kuber's fleet mate, the Michipicoten heading into the Essar Steel plant. (U.S. Army Corps of Engineers photo by Carmen Paris.)
