HE preliminary history of theWorlds Columbian Exposition isthe record of a battle of munic-ipal forces and interests such asno other chapter of the civic annals of our countrycan relate. The struggle for location was so strongthat long months passed before the last twinges ofjealousy might be said to have vanished from theinhabitants of some of the contending cities. The Fair itself is theculmination of years of work and planning, which began long beforethe general public vv^as greatly interested in the work. It seems impossible to verify any of the claims made by thosewho seek the honor of beinoj- named as the ones who first suofSfestedthe holding of an International Exposition to commemorate thediscovery of America by Christopher Columbus. The claim ismade by several different ones, and will doubtless never be settled.Numerous leading newspapers throughout the country long agoadvocated the holding of such a quadri-centennial, and about thetime of the Centennial Exposition at Philade
