At Christmas, 1915, The Times urged that alist should be published of a few of the mainarticles in which saving is most needed in thenational interest, wliile a number of the best-known men in the City reinforced its argumentswith a manifesto in favour of economy. Theypointed out that the nations energies mustbe completely concentrated upon the productionof all really essential things, and that theproduction of all non-essentials must be whollystopped. They further urged that not onlymust the nation avoid the consiunption of allnon-essentials, but must even restrict theconsumption of essentials to the limit ofefficiency.
