A previous generalstudy would have enabled social work-ers to get together on a program. InMissouri social organizations did at-tempt a joint effort for cooperation. The social workers of Oklahoma feltthat any effort to codify its laws wouldbe futile unless such action were pre-ceded by a state-wide survey of condi-tions. The advantage of this methodis that after a broad view or picture isobtained it is possible to determinewhether the picture requires action, andif so, in what direction. The author-ity of an official commission may then besought to codify the laws and to bringthem up to standards recognized as fit-ting. It was on this basis that the com-mittee was asked to make a survey ofthe state for the University of Okla-homa, the investigation being conductedunder the direction of Edward N. CIop-per, of the committees staff.
