Public policywould seem to demand that no further time be lost in agreeingupon the plans and having them promptly executed. Anydelay in the completion of the necessary terminal arrangementswill amount practically to a delay in the completion of the mainspan. The Brooklyn people, for whose benefit the bridge isintended, will not care to use it if they are to be dumped outin a local or temporary terminal on the Manhattan end, i)^miles from the Wall Street-City Hall district, without .suitablemeans of reaching their destination. .J >J -J U - two tracks for elevated trains and four tracks forthe surface trolley cars. By this arrangement itis plainly evident that the bridge is to be devotedmainly to such traffic as can be handled by theBrooklyn surface lines. There are a very largenumber of surface lines converging near theBrooklyn terminal of this bridge. Many of theselines are crosstown lines serving the thickly-populated central section of the city, but theirtraffic at present is light because of the incon-venience of reaching the business district of Man-hattan by the ferry routes. There are also severallong lines reaching eastward to the suburban dis-tricts, and other lines reaching northward towardGreenpoint and Long Island City, which servethickly populated regions. The Broadway elevated line is the only elevatedroad tributary to this bridge. It furnishes a directroute to East New York, and with the incline nowbuilding at Cypress Hills the trains may pass tothe surface and run through to Richmond Hill
