Professor Cattell must now be accorded the pre-ferred position, since it is with reference to them that a representative refer-endum of the academic profession has been taken. When it is realized that aconsiderable majority favors an extensive reconstruction of the system as estab-lished, and that the professors as a body find themselves dispirited and notinspired by the provisions supposed to ensure their efficiency, it is hardly prob-able that boards of management will fail to respond to this convincing andnotable evidence that there is something out of joint in the academic situation.In my opinion Professor Cattell has indicated a workable, flexible program.As a platform its stability will depend not so directly upon this or that plankwhich is inserted or omitted or trimmed to local requirements, as upon its findinga solid support in the sentiments and judgments of those whose business andprivilege it will be to direct its construction, as at once a visible and a spiritualreality.

Theprincipal address was made by thecommissioner of education, Dr. AndrewS. Draper, to whose efforts the buildingis in large measure due, and there was !a program extending over three days,with a number of important addresses. These included one by Dr. William H.Maxwell, superintendent of the schoolsof New York, on behalf of elementaryeducation, one by Dr. J. C. Schwab,librarian of Yale University, on behalfof the state library, one by Dr. HenryFairfield Osborn, president of theAmerican Museum of Natural History.on behalf of the state museum, andone by Dr. Van Hise, president of theUniversity of Wisconsin, representingthe work in educational extension
