Context as given in the above cited source: "Officers and staff members that were stationed at the Otsuchi town office (Fig. 22, left) and the disaster prevention building (Fig. 22, right) in Minami-Sanriku also lost their lives. In Otsuchi town, the town leader and his staff lost their lives; this loss has caused the reconstruction process in Otsuchi town to be slower than at other locations. A staff member in Minami-Sanriku town lost her life while announcing the evacuation; other staff members inside the building also lost their lives."
