There is an in-equality in the fact of the city of Burlington,with twenty thousand inhabitants, havingno more voting strength in the State As-sembly than the smallest township; but suchis the degree of intelligent general interestin public affairs in the State that this in-equality has not worked out evil results, asin Rhode Island. There is no political bossin Vermont. The Green Mountain Statemay have the semblance of political ringrule,—I was told it had,—but it restslightly upon her people; and their habit oftossing it aside in case of need proves thatthey still enjoy what they fought for in theStates infancy,— the substance of politicalfreedom. Senator Red-field Proctor and Governor Fletcher Proc- tor, his son, are aware that their leadershiprests upon an intelligent interpretation ofwhat the State wants, and an active effort tosatisfy that desire. They know that if theytried for a minute to jam distasteful legisla-tion down the throats of Vermont voterstheir own shrift would be short and theirfinish most unhappy. Senator Proctor didtry to deliver Vermonts delegates to the WHATS THE MATTER WITH VERMONT?
