e title of each office. Inaddition a non-partisan ticket is provided for, and non-partisan nominations may be made in the same way asparty nominations. The open primary is adopted. The official ballot ismade up of the several party tickets, securely fastenedtogether at the top. No person not registered can vote,where registration is required at general elections, butprimary day is also a registration day, and the votermay register at that time. The voter receives the ballot from the clerks, andretires to the booth. There he selects his party ticketfrom the ballot, and prepares it in the same way as aballot is prepared at a general election, making a crossopposite the name of each candidate for whom he desiresto vote. After the ticket is prepared he detaches itfrom the remaining tickets, and folds it. The others,attached together and unmarked, are also folded, andthe elector votes the marked ballot, and deposits theremaining tickets in a separate box, designated as theblank ballot box.

4 The National Civic Federation Review March—April, 1906 The votes are canvassed in the same manner, andby the same officers as at a general election. The per-son receiving the greatest number of votes is nominatedas the party candidate for the designated office, and hisname is placed upon the official election ballot. But oneticket can be marked. In other words, the voter mustselect his party in the booth, and confine his votes tothe candidates of that party. In each precinct a committee of three is electedat the primary. The person receiving the largestnumber of votes is made chairman. The precinct com-mittees of each ward or town elect from their numbera ward or town chairman, who must be a chairman of aprecinct committee; they also elect a member of thecounty committee. The Assembly District Committeeis composed of the chairman of the precinct committeesin the district. The State senatorial committees arecomposed of the chairman of the Assembly Districtcommittees in each senator
