hesedelegates are all members of the parliaments of their respective countries. Other foreign guestswere the delegates from French organizations of la-bor and industrial corporations, sent by the Frenchgovernment to study industrial conditions in theUnited States. This was the first international gathering in his-tory in which employers, employed and the generalpublic were all represented. The purpose of the Interparliamentary Union isthe maintenance of international peace through the reference to arbitration of differences between na-tions that diplomacy fails to adjust. At the time ofthe luncheon, the Interparliamentary Union had con-cluded at St. Louis the first session that it had everheld in this country. Both the time, therefore, andthe personnel of the company cooperated to bring outin the speeches at the luncheon a parallelism be-tween international peace and industrial peace; be-tween the processes of diplomacy and the methodsof conciliation and conference between representa-
