The 24th Ward is thebanner home ward of the city of New York, the majorityof its houses being occupied by but one family each. The conditions which caused over-crowding on ManhattanIsland do not exist on the North Side. It contains about two-thirds of the combined area of both, is broader and less closelyconfiued by water, and has unlimited room to expand north-ward into Westchester County whenever the growth of thecity demands it. Hence, while the state of affairs below theHarlem was perhaps the natural outgrowth of the necessitiesof restricted area, it is absolutely unjustifiable and positivelywrong to thus crowd the habitations of human beings wherethere is so much room to spread out, and the price of land isstill low. Another feature favorable to the development of a homecentre is the provision of the building laws which permitsthe erection of frame buildings in the major portion of theNorth Side. The man of moderate means can here providea home for himself at much less cost than would be possiblein the brick district. Every city has its successive stages ofdevelopment, and the first of these is the frame building era.This brings the pioneers, whose energy and thrift make pos-sible the more substantial development which follows. Whenthe growth of the North Side warrants it, brick buildingswill take the place of frame, and the fire limits will be ex-tended, as has been the case in lower New York.
