(2) To expend a sum not exceeding ^40, in providing free booksand stationery to children who have passed in the Third or higher Standards, whoseparents or guardians are in such circumstances as to require aid in providing elementaryeducation. (3) To e.xpend a sum not exceeding ^1^50 in assisting to maintain Science andArt Classes, or paying the fees of pupils requiring aid for obtaining such instruction. (4)To establish bursaries, known as Smith School Bursaries, of between ;,^5 and ;^io topupils who have passed the Fifth Standard, and whose parents or guardians are in suchcircumstances as to require aid for giving them higher education. It supplies con- stituents necessary for a robust frame which cannot easily beobtained in any other form. Especially in the rearing- ofchildren, oatmeal has been recommending- itself to all classesas possessing in an eminent degree, bone and flesh-formingproperties. One drawback there is to the use of this food in theordinary form. To invalids and persons of delicate constitu-tion, the coarseness of its preparation is a source of seriousirritation ; and even to persons in good health, the continueduse of oatmeal, with its powerfully stimulating effects uponthe lower viscera,
