So far, we have had occasion to refer to the Birkenhead Dock schemeonly while treating of the estuary proper, and in connection, more espe-cially, with the question of high tide levels. The establishment of thosedocks, however, has been a subject of so much controversy both on tech-nical and on purely local matters, that we now purpose giving a shortsketch of their origin and growth, as well as of the technical vicissitudesthrough which, as a whole, they passed, until they finally were made toassume their present shape.
