on, placed on top, was a happy thought, and gave thebuilding a crown; a crown that was made attractive and hid the moresinister use of this space. If one wishes to analyze this building and standardize it with tradi-tions of the architects of Europe, it could be torn to pjeces, because itpractically scandalizes all rules and regulations of the past. But if oneconsiders the development of the steel architecture of this countrv. whichis our own, then we realize that it is a decided step in advance. Thearchitects greatest ambition is that it will be a prototype of city halls inthe future, and the architect furthermore congratulates with no sense ofconceit, the city of Oakland for its courage and appreciation in setting thepace. In fact, the way the competition was conducted does enormouscredit to the community and its mayor, and will do much to set anexample as to how to proceed in future similar undertakings. The . THE fight is on to induce the supervising architect of the TreasurjDepartment of the United States, Mr. John Kii\ Taylor, to piv< erence to structural and industrial materials produced in California inthe construction of its Federal buildings. An effort is in progress to inform all public officers of the State, of thecounties, and the cities and the towns, all supervisors and all others inauthority, that Section 3247 of the Political Code makes it obligatory thatthey shall favor the products of this State in preference to products of anyother part of the world, in buildings and for all other uses. A movement wider than this, in the same direction, has been initiatedto induce all private property owners to follow tit the same line of pro-cedure when they have buildings to be erected, and influence will bebrought to bear on
