On 26 April 2005, civil unions became legal in New Zealand. Civil unions are a legal alternative to marriage, and afford most of the same rights as married couples – for both heterosexual and same-sex couples. In the months before passage of the Civil Unions Act, there was a lot of controversy over civil unions, which were seen by some as a form of gay marriage. Although most public opinion polls found that people were in favour of civil unions, strong and sustained opposition was voiced too. Both supporters and opponents of the Bill presented petitions, took out full-page newspaper advertisements, and marched on Parliament. One way that people can comment on proposed legislation in Parliament is to send a written submission to the Select Committee. Select Committees are made up of a cross-section of Members of the House, who look closely at proposed laws, and often ask the public for input on what the law’s impacts would be. There are 17 thick files containing many hundreds of submissions about civil unions to the Justice and Electoral Select Committee. Here are two that are next to each other in one of the files; one submission for the passage of the bill, and one against. Although these are public records that anybody can access, names and addresses have been redacted to protect personal privacy. Submissions to a select committee make fascinating reading. Some people passionately declare their reasons for or against the legislation, often relating the proposed law to their personal lives; others provide evidence based on legal research or years of experience in a professional field. All ages and types of people make submissions, and they are all recorded and filed. People can also appear in person before the Select Committee at Parliament to state their case if they feel strongly enough. The first civil unions were celebrated three days after they became legal, on Friday, 29 April, 2005.
