Description

Stephen S. Poloz served as the 9th Governor of the Bank of Canada from June 3, 2013 to June 2, 2020.

Born in Oshawa, Ontario, Mr. Poloz graduated from Queen’s University in 1978 with a bachelor’s degree in economics. He received a master’s degree in economics in 1979 and a PhD in economics in 1982, both from the University of Western Ontario. In 2017, he was awarded an Honorary Doctor of Laws degree from Trent University.

Mr. Poloz first joined the Bank of Canada in 1981 and occupied a range of increasingly senior positions over a 14-year span, culminating in his appointment as Chief of the Bank’s Research Department in 1992. After his departure from the Bank in 1995, he spent four years at BCA Research, where he served as managing editor of its flagship publication, The International Bank Credit Analyst.

Mr. Poloz joined Export Development Canada (EDC) in 1999 as Vice-President and Chief Economist. From 2008 to 2010, he was Senior Vice-President, Financing, with responsibility for all of EDC’s lending programs. In January 2011, he was appointed President and Chief Executive Officer of EDC, a position in which he served until his appointment as Governor of the Bank of Canada.

Mr. Poloz is a Certified International Trade Professional and a graduate of Columbia University’s Senior Executive Program. He has been a visiting scholar at the International Monetary Fund in Washington, D.C., and at the Economic Planning Agency in Tokyo, Japan. Mr. Poloz has taught economics at the University of Western Ontario, Concordia University and Queen’s School of Business. Since 2013, Mr. Poloz has been a member of the Lawrence Centre Advisory Council and he is a past president of the Ottawa Economics Association.

Né à Oshawa, en Ontario, M. Poloz a obtenu un baccalauréat en économie de l’Université Queen’s en 1978. Il a poursuivi ses études à l’Université Western Ontario, qui lui a décerné une maîtrise et un doctorat dans la même discipline en 1979 et en 1982, respectivement. En 2017, il a reçu un doctorat honorifique en droit de l’Université Trent.

M. Poloz a intégré la Banque du Canada en 1981 et y a occupé pendant quatorze ans des postes aux responsabilités croissantes, dont le dernier est celui de chef du département des Recherches en 1992. Après son départ de la Banque, en 1995, M. Poloz a travaillé pendant quatre ans à BCA Research, où il a été rédacteur en chef de la publication phare de cette firme, The International Bank Credit Analyst.

M. Poloz est entré à Exportation et développement Canada (EDC) en 1999 en tant que vice-président et économiste en chef. De 2008 à 2010, il a été premier vice-président, Groupe des produits de financement, fonction assortie de la responsabilité de tous les programmes de financement d’EDC. En janvier 2011, il a été nommé président et chef de la direction d’EDC, poste qu’il a occupé jusqu’à sa nomination comme gouverneur de la Banque du Canada.

M. Poloz porte le titre de Professionnel accrédité en commerce international et est diplômé du Senior Executive Program de l’Université Columbia. Il a été invité à titre de chercheur au Fonds monétaire international, à Washington, et à l’Agence de planification économique, à Tokyo. De plus, il a enseigné l’économie à l’Université Western Ontario, à l’Université Concordia et à la Queen’s School of Business. M. Poloz est membre du conseil consultatif du Lawrence Centre depuis 2013. Par le passé, il a également assumé la présidence de l’Ottawa Economics Association.
