He succeeded in getting it throughthe Senate twice. The first time it was lost inthe House of Representatives, but on the sec-ond venture, toward the-close of President VanBurens term, his firmness and pertinacity wererewarded. The bill passed the Senate by a con-siderable majority, went through the House aftera bitter contest, and became a law. From thisarose the system which to the present day issatisfactorily known as the Sub-Treasury. Another of his hobbies (if a statesmans viewscan be called a hobby) was the repeal of the salttax. The Government laid an odious tax uponsalt, and while he devoted himself to the generalsubject of the tariff in regard to specific abuses,he advocated with great persistence the plan ofmaking salt free; and on all occasions, whetherpertinent or not, with dogged persistence helugged in the salt ta
