The VirginiaGovernor appealed to other States, and finallyin great wrath resigned his office. The Virginialegislature passed an act requiring that all NewYork vessels in ports of Virginia should besearched before they were permitted to sail, forslaves that might be secreted on board. A sim-ilar controversy arose between New York andGeorgia during Governor Sewards administra-tion, with a similar result. In all these casesGovernor Seward maintained an attitude ofcalm, courteous, but immovable opposition tothe claims of slavery. This position he steadilymaintained through all his public career. Whilehe was Governor he proposed to extend theright of suffrage to the negroes of New York, WILLIAM II. The Garden at Aubur among the foremost opponents ofslavery within the Whig- party. As Governor of New York, Sew-ard advocated and carried through a just and lib-eral policy. During his administration imprison- 134 STATESMEN ment for debt was abolished, the cause of generaleducation was advanced, internal improvementswere made, and foreign immigration fostered. Elected to the United States Senate in 1849,he early took occasion to declare his sentimentson the then dominant topic—slavery. In aspeech on March 11, 1850, the admission of Cali-fornia being under consideration, he said thatthere was a higher law than the Constitutionwhich regulated the authority of Congress overthe national domain—the law of God and the in-terests of humanity. This phrase was denouncedby the defenders of slavery as treasonable. Eightyears later, in a speech delivered at Rochester,N. Y., he referred to the irrepressible conflictthen going on, which could only end in theUnited States becoming either entirel
