s of the Pan-American Con-gress, as officially declared, were to adopt meas-ures that should tend to preserve and promote theprosperity of the several American States, theformation of a customs and trade union, the estab-lishment of regular and frequent communicationbetween the ports of the several States in thecompact, the establishment of a uniform systemof customs dues, weights and measures, trade-marks, silver currency, and an agreement look-ing toward the arbitration of all questions anddisputes by an international court. The princi-pal result of this congress was the adoption ofa system of trade reciprocity with the SouthAmerican and Central American States, whichit is claimed has inured greatly to the benefitof the republic of the United States. OnJanuary 15, 1890, his oldest son, Walker Blaine,who had been his main-stay and support in thecares of State, died suddenly. Within a monthlater his oldest daughter, Alice, also died ; andanother son, Emmons Blaine, died in 1892. Afew weeks after the death of his daughter,Blaine had an attack of paralysis and was takento his home, and during the summer of 1891 wasunable to attend to the affairs of the State De-partment. During his absence many questionsof great importance arose and were disposed ofby President Harrison, who was obliged to as-sume the duties of Secretary of State to a greatdegree during the prostration of the Secretary.
