Description
English: The triangle shaped plot showed in the construction plan of Hermann Jansen was allocated for the State Neighbourhood (Devlet Mahallesi). Designed by Clemens Holzmeister, the buildings of Ministry of Public Works (1929-34), Ministry of Interior (1932-34), Ministry of Economics and Trade (1933-35), Ministry of Defence (1928-31), Court of Appeal (1933-64) and General Staff are located on the neighbourhood. Later, buildings of Ministry of Justice and Office of the Prime Ministry were constructed in the neighbourhood too. Güven Monument and Güven Park are to the north of the site. Many years later, the remaining vacant lot would be used by the Ministry of Education.



Devlet Mahallesi, 1940’lı Yıllar

Jansen’in Ankara’nın imarıyla ilgili hazırladığı planın uygulanması için bir komisyon kurulmuştur. Komisyonun reisliğini Falih Rıfkı Atay yapar. O şöyle anlatır:
“Birçok arsalar spekülâsyoncuların eline geçmişti. Bunlar en başta devlet dairelerinin bir mahallede toplanmak fikrine karşı koydular. Çünkü Ankara’da nüfuz ticaretinin ilk kaynağı, meselâ Cebeci’de ucuz bir arsa almak ve Maarif Vekiline konservatuarı orada yapmağa karar verdirerek arsasını ona satmaktı. Yansen plânı devlet dairelerini Atatürk Bulvarı üzerindeki bugünkü yerine topluyor ve hemen yakınında 3000 memur meskeni için de arsalar arıyordu. En son bina, Büyük Millet Meclisi olacaktı. Devlet daireleri ile 3000 memur meskeninin yapılacağı bölgeyi kamulaştırmağa karar vermiştik.”

Hermann Jansen’in Ankara İmar Planı’nda gösterilen üçgen alan Devlet Mahallesi’dir. Clemens Holzmeister’in, Nafıa (1929-34), Dahiliye (1932-34), İktisat ve Ticaret (1933-35), Millî Müdafaa (1928-31) vekâletleri, Temyiz Mahkemesi (1933-34), Erkânı Harbiye Reisliği (1929-31) binaları yer alır. Bunlara sonradan Adliye Vekâleti, Başvekâlet binaları eklenir. Güven Anıtı ve Parkı alanın kuzeyindedir. Boş kalan alana yıllar sonra Millî Eğitim Bakanlığı yerleşir.
