Description Dustin Tellinghuisen, a rescue engineer from the U.S. Army Corps of Engineers Buffalo District, wears a safety helmet marked with the structures specialist “rockers” that identify his role to other rescuers during a mission. The Corps is responsible for training all structures specialists for FEMA’s National Urban Search and Rescue response system. The Corps augments this system with a select cadre of structures specialists.
