This is the male spangled skimmer. He is covered with a powdery blue substance which scatters light. This process is called pruinescence. Under direct sunlight the light powdery pruinescence can cause glare. He also has black and white pterostigma on each wing tip. The spangled skimmery is shy and tends to move when startled. With some dragonflies, it is best to stand still when they are startled because they tend to settle back at the same spot. This is not the case with the spangled skimmer! Still they are a joy to watch. Their pterostigma are white and black. They seem to flicker as the wings flap (thus the name spangled skimmer?)
