A number of new officials have been developed during the pastseason, though the total number is still too small to meet thedemand for competent men. Generally speaking, the rules have been administered betterthe past season than in former years, but there are a few isolatedschools and colleges, where the athletic authorities and playershave not grasped the true significance of the rules and clean sportdoes not predominate. The Western Intercollegiate Basket Ball Association has con-tributed largely to the development of the game in the MiddleWest, and the prospects are encouraging for its continued develop-ment, not only from a technical standpoint, but also from thestandpoints of rules, administration and ethics.
