Anatoly Petrovich Yakovlev was born in Saratov in 1893.

By the time of his arrest, he was the executive secretary of the Union Council of the Union of Societies for Assistance to the Development of Water Transport and Protection of Human Life on the Waterways of the USSR (Union OSVOD).

Anatoly Petrovich was arrested on November 6, 1936 on the charge of "participation in an anti-Soviet terrorist organisation". According to the indictment, since 1928 he "was an active participant of the anti-Soviet right-wing organisation", and since 1933 he "was a member of a counter-revolutionary, subversive and sabotage organisation operating on water transport, and carried out sabotage work in the OSVOD system".

Yakovlev's name is in Stalin's firing list of 14 June 1937, which contains 56 names. On 20 June 1937 the Military Collegium of the Supreme Court of the USSR sentenced him to execution. The sentence was carried out the next day, 21 June 1937. He was 44 years old.

Anatoly Petrovich Yakovlev was rehabilitated in 1957. Then his relatives received a false death certificate, which stated that Yakovlev died on 12 May 1940.

In 1989, his daughter Marianna wrote a request to the Military Collegium of the Supreme Court of the USSR. The reply to this enquiry states that Anatoly Petrovich Yakovlev "was unreasonably convicted <...> In those times such sentences were executed, as a rule, immediately, and the burial places of convicts were not recorded".
